Partnering with H.W. Rowley, Moss developed the Billings Light and Water Power Company and the Northern Hotel. He assisted other prominent local citizens in development of local irrigation, the sugar factory, and the Billings Polytechnic Institute (now Rocky Mountain College). He started a bentonite toothpaste factory and a meat packing plant. In the early 1900s, Moss and another partner ran 80,000 head of sheep bearing the Moss-Snidow brand and several thousand head of cattle.
Moss served as a trustee of the school district and unsuccessfully ran as a Democratic candidate for U.S. Congress in 1922. Needless to say, P.B. Moss was a very prominent citizen and contributor to the success of early Billings. His house, now a museum, is managed by the Billings Preservation Society.
